Speakers Notes: USGS Presentation to Executive Staff

Slide 1: The Federal Information Security Management Act (FISMA) was signed into law as part of the Electronic Government Act of 2002. The legislation is intended to layout a comprehensive framework that will be utilized by all government agencies to protect “government information, operations and assets against natural or man-made threats” ("Searchsecurity," 2006).

Information Systems can be very complex and require highly specialized personnel to operate them and when you couple that with the added complexities of the systems’ required security as it is laid out by FISMA, what you have is tantamount to the need of a small highly-specialized army of people to both develop and maintain the integrity of such systems. The USGS is no different than any other organization with regard to its technology needs and in some cases the needs may be greater. We are expected to continuously monitor our information systems ensuring that they meet the minimally accepted security levels while using the most cost effective security tools. Each year our director is expected to have a report sent to the Office of Management and Budget (OMB) to be included in an annual report to Congress reporting on the compliance of USGS’ information systems as if pertains to FISMA.
